No matter what I try I get a steady 60fps in Call of Duty or UO. How do I go faster?! I should be able to. Here's what I have in my system:

Pentium 4 3.0Ghz
Radeon 9700 Pro 128mb
768MB PC2100
10,000RPM hard drive with 8mb cache
cable modem
etc..

I have every setting in the game at full, even if I lower the settings my FPS always gets a steady 60fps.
